Dennis Moss Partnership Inc. and Urban-Econ were appointed by the uMkhanyakude District Municipality (Kwa-Zulu Natal) in December 2001 to prepare a Tourism Development Plan for the uMkhanyakude District.
The Tourism Development Plan was to guide all tourism planning, promotion, management and financial decision-making in the district for a five-year period. The planning area is one of South Africa’s primary tourist destinations and includes the world-renowned St Lucia Wetland Park (a World Heritage Site), the unique Northern-Zululand coastline, and various game reserves (including Mkuze and Hluhluwe-Umfolozi).
The document serves as both a framework for promoting a concensus approach to managing the resources of the uMkhanyakude District in a sustainable manner within the context of the IDP. It recognises and incorporates tourism-related programmes and projects and align the tourism management of the uMkhanyakude District with various national legislative guidelines.
It also serves as a framework for promoting cross-boundary co-ordination and co-operation, and for the delimitation of a cluster biosphere reserve system in the region. In addition, it serves as a basis for the delimitation and planning of neighbourhood / community areas recognising the traditions and values of the people living in such areas.
The document provides guidelines for the land-use classification of the entire land surface of the district in accordance with defined Spatial Planning Categories. It ultimately provides an opportunity to affected communities, tourism role players, and Category B municipalities to be involved in the promotion, planning and management of tourism in a structured manner.
